Defense spending of up to five percent of economic output - during the Cold War, this was absolutely normal for Germany. However, the fall of the Berlin Wall in 1989 raised hopes of a "peace dividend".
As a result, defense spending has been significantly reduced over three decades - far below the NATO target of 2% of economic output.
Both Russia's aggression and new threats from potential US President Donald Trump now require a clear reversal. However, the painstakingly embellished "precision landing" for 2024 (target value of 2.01%) shows how difficult it is for Germany to fulfill its NATO commitments - despite the "turnaround" proclaimed by Chancellor Olaf Scholz.
